Every source I’ve seen has indicated they’re running the Spec 3 this weekend.
They most likely will be, but they often run an old spec on Friday and then only run the newest one on Saturday and Sunday.
It's more likely that they're running the Spec 3 very conservatively, especially considering their speed trap numbers on Friday. You want to be able to assess how the Spec 3 is running in a few sessions (after having not run the Spec 3 since Monza) in order to avoid any surprises during FP3, because then it would be a race to swap PUs in time for qualifying.

The engineers have to make sure all of the software and engine mapping checks out for both qualifying and the race.

On a side note, I'm beginning to wonder if Merc's lack of development on the W10 post-Germany is an indicator that Merc are changing up their concept fairly significantly in 2020.

They need a more efficient car, aerodynamically. They need to be able to figure out how to be kind to the tires via suspension kinematics (perhaps that's why we're seeing the new suspension with Belleville washers), as opposed to just piling on downforce. It's much easier to qualify in front and control the pace than it is to have to fight with other cars on track all the time.

After seeing the new heave element (Belleville washers) on the Mercedes, dans79 told that they might have started preparing for 2021 already in order to have softer suspension.

I’ve not studied the 2021 regulations in detail. Why is it important in particular to have soft suspension in 2021?

low profile tyres, most likely

someone suggested the new heave spring might use metal foam, too

Ah, this makes sense of course. Lower profile 18-inch wheels will need a softer suspension system.

Yea, this is correct. Teams will not be able to rely on the sidewall to do the majority of the suspensions work like they do now.

As an aside, Merc might be in the lead with regards to ground effects knowledge, as then have run the lowest rake of any of the top teams for several years.

I don't know if already posted, but according to AMuS-news-ticker Mercedes is going to introduce a bigger update-package in Suzuka.

Yes, I meant the live-ticker. Here we go:
Gestern 13:39
Mercedes wird in Suzuka technisch nachlegen. "Wir planen ein ordentliches Upgrade", heißt es aus dem Team. "Und wir haben es auch nötig angesichts der starken Form unserer Gegner."

The bigger upgrade (at least on suspension front) has already been predicted last week.
It would have surprised me, if they had stopped developing. Don’t believe they’re going to change the concept for just a remaining season next year.

yes and he also said that in 2015 their F1 exposure was worth €1.5 Billion in advertising! Renault showed too that being an engine supplier is bad value, they mainly get mentioned when it goes wrong! F1 only works if they have a team named for their brand that's why Renault followed Mercedes into having their own team. And with all the prize money and sponsorship it doesn't even cost that much

How does that make sense? The very reason they divested stakes in McLaren, was the for the fact that, for the amount of money they were investing in McLaren, they could run their own team, which would bring far bigger advertisement for the Mercedes brand. They have successfully achieved it and they are at break even with their investment in the race team! They are essentially getting all the advertisement for their brand, without almost spending a penny.

If they have to go back to McLaren, they would again have to shell out a hell lot of money! Today, all of their success is their own ALONE. If they go back to old model, they would only get flak when the PU fails, but all the praise will go to McLaren brand. It's absolutely brainless thing to do.
