Of course the team and car make it possible - no driver has won titles in cars that aren't one of the best or with teams that are shoddy/poorly managed etc. Drivers in less than the best cars can win races - Seb in Monza, Hill almost in Hungary etc., but neither was ever going to win a title in those cars. The thing that the "it's only the car" people forget, is that the driver still has to go out and do it time after time to win titles. Hamilton has done that better than his team mates almost every year (one season against Button, one against Rosberg are the two times when he didn't manage that feat). It's the ability to keep doing it at that level which is impressive.
People often forget that the W08 (Diva) and W09 (Diva-ish) were difficult cars with a knife edge balance, unpredictable and small performance window which was up against SF70H and SF71, both of which were much better and easy cars for both setting up and for tyres. It was the driver who made the difference in winning the titles. Bottas could barely manage to win a race (Russia, though his team asked to let it go), which shows the difficulty of driving W09, whereas Lewis managed to win 10 (+1 in Russia). When the car was easy to drive, Bottas shines and when it is not, he struggles whereas Lewis saves the day for the team. It happened this year also when the new upgrade that was bolted in Germany, changed the behavior of the car and not until Suzuka upgrade, it was behaving well. To be fair though, the penalty was quite harsh (the one last time was completely deserved though). This particular one wasn't much different than a Verstappen or a Ricciardo move. Basically it was a Ric divebomb, but Perez didn't move out. I might get a lot of hate for that one, but Ham vs Ves last race was a lot harsher than this move. Also, pretty similar (if not identical) to Max vs Charles in Austria. Yes, 100% agree. I would even go further, I am certainly not an expert but I think even an interested onlooker can see who is handling their car exceptionally well, who is in full control (or when not in control, who corrects quicker then quick) and to me Lewis has always been an absolute stand out in that field, you can see that every race, always when he is on track.
