The (admittedly narrower) Pirelli 18" tyres on OZ wheels in Formula 2 look great.
Shame about the wheel covers that will be mandatory in F1, but they will serve an important aerodynamic purpose.

Iirc, the FIA don’t want braking distances to become even shorter than they already are as it would make overtaking even harder.
I don't think that's a rule.
EDIT: The wheel hub and the drum winglets are prescribed parts but the upright is not. However the upright cannot protrude inside the wheels inner face which I believe means the top ball joint must be inside the brake drum.

It looks the offset is much lower.
