I think they reduce the strength of the tip vortices (counter rotating vortex pair) from the wing, in order to reduce drag?
Probably costs some downforce as well, which is why Red Bull went back to the other design for Hungary since drag is not so important here?
If that photo is at the same spot and same conditions, the difference in tip vortex strength is staggering!
