Sporting regs say you can change wheels and tyres, no mention of compound so I think Stroll gets a free tyre change:
Cars may be worked on once they have stopped in the fast lane but any such work is
restricted to that listed in i) to ix) below and must not impede the resumption of the race.
i) Starting the engine and any directly associated preparation.
ii) The addition of compressed gases (see Article 4.5 of the F1 Technical Regulations).
iii) The fitting or removal of permitted cooling and heating devices.
iv) Changes to the air ducts around the front and rear brakes.
v) Changes to the radiator ducts.
vi) Changes made for driver comfort.
vii) Changing wheels and tyres.
viii) Repair of genuine accident damage, including the replacement of assemblies
containing such damaged parts.
ix) The aerodynamic set up of the front wing may be adjusted using the existing parts.
No parts may be added, removed or replaced.
Bottas will get past. Stroll and Gasly will be able to escape. Atleast Stroll for sure.
We'll know in an hour. I'm optimistic. We were P2 and P3 on merit, we are bit unlucky right now but we can earn it again. No need to luck into a win or a podium.
No need to panic. The race is still 28 laps to go and the team has enough speed to pass all those in front but we need to go full attack.
Bottas had a car much faster than the others too. But at Monza, overtaking requires a car MUCH MUCH faster. We cannot overtake everyone to win this. No way.

You can do everything under red. So stroll will have new tires.
That's such BS.
The rule exist because a Red Flag comes out after severe accidents and there could have been debris on the track... That’s the intention of the rule, to allow the teams to fix the cars due to this
