He has to take it within 3 laps and if there's another SC he'll have to wait even longer - you can't take the penalty during a SC. His only chance is to pit and then go for it.

AlphaTauri driver Pierre Gasly has won the Italian Grand Prix, fending off a charging Carlos Sainz in the final few laps. After the order was reversed in two safety car periods, Gasly held on and underlined an already impressive season with his first win.

That need to be paying attention for everyone including there safety. Don't see why they need a table. Move it

Especially if you want to keep marshalls there after the car was put there.
