It wouldn’t have mattered much in FP1 and FP2 since they are using engine number 1 (first of the season) in those sessions... The engine in FP3 is the race engine and yes, they could be taking it easy to prolongue it’s life a little more.
It’s also possible that Renault didn’t get the right “one mode” for this race... They can change it from race to race and Ferrari for example could be pushing their more than Renault here.
