Because it's easy. The person that should be blamed is whoever signed off resurfacing so close to a race. They could have just patched up the bits that were issues, and then done a entire resurface afterwards.
It's really hard to tell. when they where doing one lappers the Mercs had even less grip than the bulls did. Yes. It seems whoever can make the most progress at the factory overnight will have the advantage. My assumption is the sim drivers will not sleep at all tonight, as they and the factory staff will be working on finding setups that keeps the tires in their working ranges, and gets them up to temp as fast as possible.
Apparently it was decided after the inspections that Michael Masi did. From what i read, the track managment brought in Hermann Tilke's crew for advice. They inspected the refineries and adviced what is the best suited for resurface.
