it is short to full it back as well. they will use same level of energy at every lap. short or not they will use same energy if they could recharge at same degree with longer ones.
It seems the Renaults are running a very low DF setup. Max told on the radio he was unable to pass Ocon. Ocon had nearly 20 kmh advantage over verstappen on the main straight on their best laps. I don't know what settings rb were running but that's extreme. Max stated at Ziggo interview after qualy that Bottas didnt have a clean/superb lap so that makes the gap seem closer. Max also thought that long run lap times of RB weren't comparable because the mercs were runned with low engine modes.
