That is a very bold statement...and quite possibly true. Being trackside at a number of events, I would add that in that day, I think all 4 classes produced very good racing. Even today, I consider the lower 3 tiers of WEC to be GREAT racing. At the 2020 Lone Star, the number of lead changes in LMP2 was quite entertaining...same in GTLM. However the GTAM boys seemed to swap the lead on an every lap basis...sometimes multiple times per lap. I still think of it as one of the most entertaining races I have ever attended.
WEC is great racing, but LMP1 (or whatever acronyms make up the class) is a mess.
