So it is worth while arrivals from South Africa or Brazil going to France or Nederland's and transferring to a short haul to UK?

Nobody really needs to go into the factory. Promo shots can be taken by local studios, meetings can happen on Teams etc.
They use the same tub as last years and almost all of the driver in the loop sim work is done with their sim drivers. By not too long after that there should be a large enough vaccine supply to allow it to be given (or sold) to traveling sports, as there is huge financial repercussions of cancelled events. Once the season starts, the big issue will hit - if there is still a quarantine requirement then the teams will struggle to send track-side staff home as they'll be "locked in" for two weeks. So the first 2, 3 or 4 races could see mechanics etc., living outside the UK for several weeks.
Having said that, hopefully by the end of March there will be positive movement allowing the reduction of quarantine from certain countries. By April, UK Govt hopes/plans to have everyone in the UK aged 50 years or more vaccinated plus all "at risk groups". That covers the majority of at risk people and should allow them to feel they can open the country up. That will make the teams' lives easier.

I don’t think that was a consequence of Covid, although one never knows.
Not much. It just means they have to spend 10 days in supervised quarantine, which is good practice -- and really this should have been the case for ALL international movements globally since February/March 2020. In Australia, it's 14 days and TBH with the new variants it should really be 21 days to err on the side of caution.
Trying to subvert the rules is the exact opposite of what you should do! That's just not the approach to take when containing COVID19 is your number one priority as a visitor to the UK.
