thats the drive shaft and its there too on the 1st pic, just below the O of the TOTAL sticker on the rear wing

It's the rear trackrod with some heat reflective tape on it - it's plain black on the other pic and looks a bit different because of the angle of the photo.

there aren't any kers buttons as far as i can see and looks different to the pictures posted elsewhere

I thought the same. It may be an earlier version, or Piquet's instead of Alonso's; I'm certain I read somewhere different drivers have their steering wheels set up differently.

It dates February 12th 09.. So we can presume it's an older generation of the 09 wheel.

Looks as though it doesn't have the full KERS buttons, or they have been since developed in a different way to what we see there. Interestingly though there is still the 'Overtake' button in the top right, perhaps again indicating that it is more towards the wing angle than the KERS.

Out of interest can anyone remind me what the '+10' and '+1' mean again? And why has the newer wheel got a '+10 and -1' on it, while this older one doesn't?

They are not where they used to be. This is area around driver where Williams placed their shortlived "horns".

No the R75\tangential rules dont cover the entire top body, there are three volumes for the sidepods (Art3.8.4) , the bit that spans the fuel tank area only start 125mm from the cars centreline. So I bet those winglets are just under 25cm in span
