Depends if they let the lapped drivers unlap themselves on the way to the grid. If that's the case then, everyone is back on the same lap.

Hmm. That's a good point. Are lapped drivers allowed to unlap, on the way to a standing start for a red flag restart?

That would mean they have to do two formation laps, which is not only impractical but an unfair advantage in cold conditions!?
