Did they increase downforce from FP1 to quali? Verstappen was slower in pretty much all straights in quali with most obvious being hangar straight where he reached 327 kmh in fp1, but only reached 321 in quali. He's slower on all other straights as well. He suggested he might have too much rear wing on the car, which seems strange if they continued with French RW which is sorta medium downforce wing at best. If you look at mini sector comparison on f1.com they lost around half a second to mercedes on straights which is odd.

Max used the same wing setup in qually I think. Could be other reasons why the top speed was less. In FP1 Max reported limited power out of the last coner (which I think was just his battery being empty too early), so maybe the ERS release was different in qually to be able to have someting left out of that last corner. Also, Max had massive understeer in qually (from which Max said it wasn't setup related, but all in the tyres), which will have most certainly compromise the corner exit speed coming onto the hangar straight.
I know a lot of assumptions, but why significantly change the setup when you're 7 tenth faster?
I agree ERS management is probably the culprit but it's still a big difference, he's literally the slowest driver in the speed trap. What I don't agree with is understeer causing any perceivable top speed loss on hangar straight. Especially not when he was already 10 kmh faster coming out of chappel on his Q3 run than in fp1. So he started from much higher speed but still ended 8 kmh slower at the end.
