The Belgian Grand Prix at Spa-Francorchamps has been delayed indefinitely as rain has prevented it to get started at the scheduled time. Two hours after the normal starting moment, no racing has happened yet.

At the end of they F3 race they said rain for the next two (three?) hours, so that makes sense. Lots of water left before F1, but will be interesting to see how intense/often rain falls during race.
Soo many were unhappy with the conditions, Masi is incompetent.
It's the driver's duty not to crash. Norris could have went slower or boxed if he didn't think he could do a meaningful lap.
That take is far too simplistic. It is about the tyres and their ability to perform given the rain & water on ground. Masi needs to understand, the Pirelli’s are not good; this has been widely discussed. As much as we all want to see wet weather driving, the tyres are pants. No amount of being careful will help if the tyres cannot do the job.

Right, but the car didn’t aquaplane, he just lost it. So in this specific case, he could have just been careful (maybe there were other points at the circuit where there was aquaplaning, but not for this specific incident). Norris even held his hands up to that.
So I think it’s hard. If he’d red flagged it, doubtless there would be plenty of people saying “this is what they get paid for” and comparing the amount of water to historic races when they still continued. The Pirelli wets are half the problem as they don’t move as much water as the old Bridgestones and Michelins but I don’t think Masi has an easy job when making that call (he’s damned if he do, damned if he don’t).

Russell did a phenomenal job yesterday, but the reason he came up as high as P2 was his superb S1 and high risk through Eau Rouge. Hamilton was slightly quicker in S2 already, and some 4 tenths in S3, not to mention Max. The Williams is still a slower car than the Merc and RB, and that will show today. Would of course be awesome if he could compete with them all race, but I would not get my hopes up too much.
Looking at the Norris crash replay, it certainly looks like he lost it on his own on the kerb midway through eau rouge. Had nothing to do with aquaplanning as far as I can tell. Could it have been red flag though? Yes. But still, looks like Norris made the mistake on his own. His comments afterwards suggests that he also thought that it was his fault since he apologized to the team for letting them down. But if Norris were to come out and admit that he felt aquaplanning, then there might be something to it. But only he knows, and maybe the team depending on how good their systems of recording are.
