It does seem a shame, but if it’s been interpreted that him starting would be against the regs then that’s that. Objectively I don’t see the harm it would necessarily do to let him in if he starts from the back and they haven’t changed anything on the setup.

38.1. 40 minutes before the start of the formation lap the pit exit will be opened and all cars, including
any that are required to start the race from the pit lane, will be permitted to leave the pit lane
to cover a reconnaissance lap. ... Any car which does not complete a reconnaissance lap and reach the grid under its own power will not be permitted to start the race from the grid...

I wonder what Red Bull are arguing? Perez is clearly excluded.

Cars may not start from pitlane if they did not get there under their own power either.

This shift that made races an hour later was a terrible idea. As allways they took the decision with their closed eyes and thinking only about the money.
If i would get the money to start my own F1 team, i would revive Arrows

If the FIA did a "start procedure suspended" rather than "race suspended", does this mean the race hasn't started?. And thus Perez can start the race when the race procedure is resumed, be it a lap down?.

But if it was raining 1hr before and then dry you would be saying it was a great idea to make it 1hr later.

True but all the cars are going to have to do that again anyway.

That’s the point, no race start means it’s a reset so if Perez gets his lap to the grid then why not?
