Is there a chance for Fernando to still win the championship if they penalize vettel?

They will not. If they didn't penalize Vettel for taking several cars out of the race with a daft and illegal move, surely the little issue of poor flag observance will be ignored. This is entertainment business primarily, if BCE wants someone to win, the rules will be applied accordingly.
