Power is not an issue here. He's saying ers should work like the old kers by pressing a button, so it's fully up the driver to use it in strategic places. They are not going to reduce the amount of power the MGU-K recovers aka 160bhp or limit the MGU-H either.
I'm sure some of the drivers will spot overtaking opportunities during the race, it's just that aerodynamics is the limiting factor when it comes to overtaking (also depends on the track layout). As it has been for a long while now, regardless of what you are using to power an F1 car around a track.
