Not much. It just means they have to spend 10 days in supervised quarantine, which is good practice -- and really this should have been the case for ALL international movements globally since February/March 2020. In Australia, it's 14 days and TBH with the new variants it should really be 21 days to err on the side of caution.
Obviously the reason for this is that it can sometimes take this long to develop COVID symptoms, and obviously the quarantine gets extended for arrivals who test positive on day 10 of quarantine.

Trying to subvert the rules is the exact opposite of what you should do! That's just not the approach to take when containing COVID19 is your
number one priority as a visitor to the UK.
