Norris might still have to eat another penalty for the start procedure infringements. I'd be surprised it it stays at 36.

In another interview he said Max was just too quick and if he started near them ( he and George) he would’ve lapped them. He was just too quick. Max also had a brand new set of inters Lando and the front runners only none. With another set of inters he could’ve gotten made his was trough the field again too. The red flag made a certainty of it though

There was a VSC because someone spun (maybe SAI), they had 10 second gap to P3 and it made sense to pit onto good tyres.
Then SAI moves so VSC ends just as they are entering so they lose more time than expected.
After that NOR is fast and catching VER seconds a lap but the rain is so heavy that it goes SC. Now NOR is P4 on new inters during heavy rain during SC. Pretty good position.
But then Colapinto crashes under safety car and it is a red flag. Very unlucky. But it was also very lucky to scrape by into Q2 and to get VER fall out due to Aston crashing. In the end luck kind of evened out.
Bigger issue is the inability to restart well or overtake.

This is uncharted territory. What I know is Norris&co made a mistake large enough to cut a lap out of the race distance. A reprimand is usually for a procedural error that has little to no effect on the race. Cutting laps out of it is definitely not "little to no effect".

Pointing to luck is a bit silly to begin with as Max started from 17th because some unfortunate happenings in qualifying. I think that equals out the luck factor. Then we have Norris messing up his starts, not being able to pass and that is all to blame to himself.
