Except that no GP2 team builds a car - they are all from Dallara. Other components are also to a certain specification and everyone uses the same (eg. suspension components from Koni, brembo calipers on hitco carbon, OZ wheels, the list goes on).
I agree one of the better GP2 outfits wouldn't be bad at operating a car, but the difference between that and specifying/designing/developing/building your own spec of everything is massive.
Even relatively simple-sounding stuff like getting the power steering sorted out isn't all that easy.
