What a beautiful machine! Any idea what the black housing is for under the tail?

I believe it's a mass damper/inerter used as an anti-chatter device.

re chatter, one of the teams had tried a solid mass on the top frame member roughly in the middle between the swing arm and steering head, then i heard someone tried an inerter in the same spot, but in the tail, can it work there?

Inerters and tuned mass dampers are not the same thing. An inerter is attached to the suspension and is moved by it, a TMD is attached to the chassis and excitedly chassis movements.

So I think you are referring to a TMD.
