It's the amount of engine wear.
If RB is not worried about engine wear why would they not just use the map during the races even if it was only for a couple of laps? Pah.. Engine wear is overrated. Can't tell the last time I saw an engine blow sky high in F1.. mostly just niggling oiling issues not related the combustion chamber, like Vettels oil problem in Korea.

Were it beneficial to the overall race pace then they would have done this already. As they have not you can only conclude that this will either hurt their quali pace or hurt their race pace and / or reliability. Let's say quali mapping is 100% and race mapping is 50%. Now, if they would run 75% in quali they will be still on pole (assuming the others are not running 100%) and they are able to create a good gap on the first stint. I don't know how long it takes to plug the notebook but however, it might work.
