They're obviously running a different program. As ever, have some patience before jumping to conclusions. At the absolute bare minimum, we should wait until end of fp3 but even then it's never entirely clear.
Vettel's 1:17.9 time was 7th lap on the first set of tires, Hamilton did a 1:16.6 on that same first set of tires on the 11th lap which was very close in terms of point in the session they completely those laps. He also did 2 other laps before that time on the same tire that were faster than Vettel. Older tires that did multiple faster laps.
It's not entirely indicative at all but Hamilton was miles faster on older tires which had already done several faster laps than Vettel achieved.
That Hamilton went even faster later on doesn't change an awful lot.
