Kazuki needs to go more aggressive on his strategy at the start of the race...Williams err on the side of caution too much they need to get amongst the top 4 off the line.

I've been hugely impressed with their development rate this year - they seem to have maintained their position in the rankings.

With a bit more agression they could have been 3rd in the constructors IMO.

The bottom one looks like the one used earlier in the season. The top one looks like the current one. Perhaps the older one was brought back for the lower downforce required on a dry Spa track?

Toyota engine is weak? Bollocks. It's definitely not the strongest, but it surely isn't "weak". Just look at Glock's pace during the Spa race. He was quick, but a combination of bad luck and mistakes by the team cost him points, as well as Trulli. Trulli had a number of car problems, plus his car was damaged in the first corner. Glock posted the 5th fastest lap at Spa, where both engine and aero play an important role.

I think it's more of the fact that the aero on the Williams car is inferior to the Toyota car.

Apart from three cars knocked out at first lap collision the lowest maximum speeds are posted by Toyota engined cars.
Maybe they are using same baseline for aero setup, who knows.

Glock and Trulli were both faster than Rosberg in Intermediate 1, and Glock and Trulli were not very far from Vettel.

Regardless of how "weak" the Toyota engine really is, the fact remains that the Toyota cars had a higher maximum speed in the race than the Williams cars, and Glock had a faster pace than Rosberg confirming the Toyota cars had superior aero (since the engine is equal for both Williams/Toyota).

just with the front vane detached
edit: the rear part of the "new" one is a bit more bulged. but the front is basically the same

This front wing very interesting! It's not useable endplate! In this fast Monza circuit the engine power count's very much, the aerodynamic is secondary.
The Toyota engine is the weakest (i think with 10 HP), hence they improve to reduce the airflow front of the car with this.
