Porsches finished a while ago. It will definitely start on wets and behind the SC, but they will quickly switch to intermediates.

Is the race delayed? Or F1.com saying that the race would start at 19:00 my local time got confused by the daylight saving time change?

Right now the track doesn't look so wet to me. They can maybe do a normal start on inter tires.

Yep, you beat me to it :) Looking at the spray, i'm thinking we might start seeing slicks at the first stops.

Awesome, race will be won by the person that judges perfectly when to fit slicks. It's cold and humid, the track is 'greasy' and strategy will win this race. It will not rain again but the random small mist might come and go.

Ferrari looks to me like the favourites. Their setup seems to be a dry setup imo

From 14th and 18th (I think!) that will be impressive.

I think Vettel is 13th. Bottas has a 5 place grid penalty for gearbox change.

He set the 5th fastest time so I think Vettel would have been 15th otherwise.

Autosport says he's 13th, so presumably Raikkonen's penalty was applied after his.
