Why would they go above, of course they won't go above the fuel limit. They is no point of going above the limit because then the data you collected is almost use less. Also you would put more stress on the engine and the engine is not designed for higher loads. Just look at all the aero sensors contraptions they were running, which are also illegal in actual competition.
