Here is a proposal:
A team must reuse all the tires that they used during qualifying.
(There will be an exception for wet conditions, of course. Something like: if there’s rain during race or qualifying, they can substitute a wet or inter set for a dry set - or vice versa).
That will enable either more pit stops for the faster teams or more aggressive tire choices for midfield teams so that they can be at the front row and get some extra attention.
I like a rehash of that. All tyres used in the race must have run in q at some time. It may need slightly longer times in one of the sessions, and as you say, change with wets. We will know beforehand which tyres are available to teams and there will be a variation in the use of tyres to get through and those needed for a good finish or start.
Having said that, I have always feel the tyres should not be mandated at all. Run the whole race on 1 set of hard or use 5 sets of soft if you kept them
