Yes, they raised the car in order to stay under the AOM metric. Ride height is the most important factor for a ground effects car. Binotto says development stopped a long time ago. I believe development stopped over the summer break as they realised they would need to invest in rethinking the '23 car to run without the porpoising. The current car doesn't porpoise anymore, but now doesn't have any of the early season strengths.
If you have a need for gambling, use car that has a prnalty already at least

yeah, no real need to gamble, but they still had one driver in prime position and on the right tyres. Getting the cars out early was a good call.
