The step plane was allowed up to a 50mm radius edge on it, but cannot be seen through from below. So the vanes are added to block the hole. I think the Brawn floor was more similar to this than was drawn by Piola/Scarbs and co. They're relying on piecing together information because, as far as I'm aware, there are no photo's of the Brawn from beneath.
IMO it should never have been legal, but I think there was some pressure from Bernie because the "narrative" of the Brawn revival from the ashes of Honda was Hollywood box office stuff.
