180-190kg seems a bit much even for what some consider the very thirsty Ferrari engine.
Why are the teams still adding the 15kg more of ballast when they have already gotten rid of KERS? Especially with the heavy race fuel loads and the smaller tires.
The tender for the tires meant that no team was to be given an advantage, and the tires were to be given out randomly to the teams, lottery style.
Ferrari are not allowed to get any special treatment from Bridgestone anymore. If they did, it would be a breach of the contract they got as being the sole supplier.
Parity was required, or there was no point in going spec tire.
If Ferrari can order tires to fit to the car, any other team can as well.
