Sam Michael discusses start procedure in a "The Fly Lap" interview.

A couple highlights:

A) Must stay in first gear until 100 km/hr. This an old rule to help prevent traction control type activities.

B) No need for KERS under 140 km/hr. Engine provides all the power that can be used.

Actually he implied no settings or KERS can be change before 100 km/hr.
