A car with 2X power weight Downforce half CdA beat an F1?

2X power, 2X weight, 2X downforce, yet half CdA
Would such a car beat an F1?

Despite weighing twice as much power to weight ratio is the same.
So in theory low speed acceleration would be the same.
The car would have a higher top speed because of the lower CdA.
What about the corners?

Depends on the race track -around a high speed Oval -almost certainly it'll be quicker...

Around a go-kart track; almost certainly slower....

Weight stays the same but downforce increases with the square of the speed increase. So, are you saying it has twice the downforce at a given speed e.g. peak speed or that the aero devices have a lift coefficient twice that of the other car?

And then what about tyres? Are they the same in both cases?

Sounds like you need to define the problem further - too many variables to give any sort of answer really.
If you are more fortunate than others, build a larger table not a taller fence.
