When used as a Gurney flap, a serrated ("sawtooth") edge can improve a wing's lift-to-drag ratio.

Used between elements, a serrated edge generates vortices that help keep air flow attached to trailing elements.

It is like a "half-gurney" in the effect of increasing downforce but also generating small vortices that fill the wake to keep the drag down.

What about this year's mcalren rear wing. The sawtooth is on the front edge:

My guess is that the vortices shed by each tubercle help to quickly reattach air flow after DRS is disengaged. At least, that was one of my thoughts last year when the feature was introduced.
