Williams stated that they have brought some aero upgrades to Nurburgring but I haven't been able to see anything new. Although, they are showing well in practice.

Williams aero updates that I can see:
- turning vanes outside the main barge boards
- new sidepod inlet shape: cut off at the bottom, much smaller overall. McLarenish in appearance
- midwing has deeper profile, greater AoA
- new sidepod turning vanes
- new winglets ahead of the rear wheel (or is it since imola?)

At the Nurburgring, the winglets and the cooling chimneys on the Ferrari's sidepods have been combined into one single element, emphasising further their aerodynamic function. This 'fused' element works to split the airflow over the sidepod, sending the outer part outwards and the central part directly towards the rear wing, thus raising the rear wing's effectiveness.
The Ferrari sidepod is modified.

What confuses me, is that they start tweaking the aero parts or mechanical parts hoping to get like 0.01 second advantage but the tyres can give off +/-3 seconds a lap, I really do feel tyres play too much of a factor of performance these days.

If you look at Autosport it has loads of these small modifications each week, and, in all honesty, I doubt they gain more than 6-7s throughout an entire race.
