Delaying engagement of centrifugal clutch

Anybody know how to delay the engagement of a centrifugal clutch? At the moment, it engages at about the RPM equivalent of 5km/h. I need it to engage at around 30km/h. Any ideas on how to modify the centrifugal clutch to do so?
(I heard we would need to drill holes and reduce weight, but not sure).

Yes, that's right. You could try stiffer springs as well or instead or moving the pivot point on the bob weights, or even adding a counterweight or move the spring mounting point, if space permits -some of which are tricky if it looks like this:

Note, that'll change the rpm at which it engages, not the speed at which it locks up. You'll fry your friction material potentially.
