Annular and Closed Wings in Formula Racing

I'm interested in if anyone has any information into these types of wings in Formula racing (not just F1, and not just the current T-Wings), and what the expected gains conventional wings have over this. When I see the group of C-Wings in the CoD graph, the low drag ones at the beginning of the list seem that they could be inverted and used as front wings.

So, a few questions:

1. Do these types of wings work in ground effect?
2. Would these types of wings reduce drag in current Formula car design?
3. How different would a Formula car look if these types of wings were required?
