Qualification session start time and track performance

I suspect that the new start time for qualification session (3 pm in Italy) is a bit too late, since often I see drivers unable to improve their laptimes in the last outing in Q3, as if the track is already losing temperature and performance.

I couldn't find any data neither to support or to disprove my assumption, so I wanted to hear if other forum members share my impression.
