Despite thinking to myself 'yes, I know all about it' this clip was worth watching. Even knowing wha twas what, it makes it easier to understand.
It is Alber giving his 'idiots guide' which (surprisingly) I found helpful. I did not realise there were 3 different 'ranks' of penalty with a hierarchy and fixed order
