All they need to do is make sure you queue outside of the fast lane if your going to wait in the pits, if space allows. Simple

Yes this topic indeed needs a separate thread because surely the folks here can find a better solution than what the FIA decided...a strategy that will allow teams to legally hold up other teams from qualifying.
They can go two directions with this. Try to regulate, minimum pit lane speed, etc. and penalize everything. Or just leave it up to the drivers and teams. The only important thing is that there is a consistent way of handling it. Then the teams and drivers will sort it out themselves. Nobody wants to take to much risk of not being able to get in a good lap. So they will adjust, go out earlier, etc. The issue is that they considered what happened in Monza 2019 to be an issue. Its not, it would have self regulated, and they should accept that some drivers may lose out, get traffic etc.
I think it is valid that FIA wants to prevent the end of lap queue. People skip line, idiotic maneuvring, others finishing their laps come in to that at full speed. It is an accident waiting to happen.
The minimum delta does work, but now an fair and reasonable way to leave the pits has to be found. I don’t know one.
People are going to wait for track evolution. Or if the weather is changing. You can’t mandate gaps at leaving.
How about a minimum stop time, say 5 seconds, at the end of the pitlane. Together with the minimum time between the safety car lines, it gives two metrics that are easily enforceable. It is left to the teams to make sure they get their timing right from the garage.
I also think that if they scrap the impeding for the pit lane it will be just fine and regulate itself. A much safer solution than having the situation on track. No overtaking in the pitlane might be good to be in place.
