F1 in schools- development class wheel system regulations

Hi! Sorry, I’m new to here, so I hope this is in the right place.

It’s my first time designing for the development class, and reading the regulations, it says, any modifications to the wheel system besides an axel and wheels is banned, but I don’t understand, how are the wheels supposed to turn in this case? Do they just want me to make a hole and put an axel in it? I wanted to put in ball bearings, and I saw online that all other projects did this, but I don’t know if it’s now banned… can anyone help?
