Tyre Warming?

Ok on this site's information about 2010-2019 rules and many other sites, it says that Tyre warming is banned. But at the http://www.fia.com site, the official sporting rules for the 2010 Season that was posted in July clearly states that for 2010 teams can use a heat-element type blanket for tyre warming only. So, why is it widely reported that they are banned 2010?

A possible explanation is the FOTA cost saving package which is kept secret. If I remember right there were amendments to the 2009 rules which were agreed prior to the whole budget cap stramash. Blanket ban was supposed to be one of that.
Formula One's fundamental ethos is about success coming to those with the most ingenious engineering and best .............................. organization, not to those with the biggest budget. (Dave Richards)

So...is this fact? Are they Banned or not for 2010? I remember that it was over turned for 2009 but that 2010 was a for sure ban. Confused LOL I run a sim F1 League in America and I'm tring to finalize the 2010 F1 mod with the correct rules and the tyre warming is one of the very few things I can't find for sure.

They were supposed to be banned, to save costs and electricity, and to improve the show, but somebody decided against it, whether it was the teams or the drivers or BS themselves I'm not sure.

Really, just how expensive are flat toasters that the teams already own, and how much does it really cost a team, vs how much does it cost to fix a car that plows off track into the barriers?

The front wings with their actuators are worth something like 15,000 euros.

Is the safety factor negated with the minimum ride height requirements? Maybe unheated tires are not a big deal anymore, even at their lowest pressure of the race, when the tires have not rolled one foot yet?

is it forbidden to do anything to the tyres-wheels alocated to the car? I´m not aware how the complete text is written but obviously you could also get temp into the tyre by working,flexing them on a machine ..no heatin done as the temps are produced by working them...

When each team has to fly 32(or more) of them all around the world, plus their control boxes and whatever else related to them, the cost start to add up, for something totally unnecessary. Many other series around the world run without tire warmers safely, they are unnecessary. And I already showed in another thread how the tire warmers for just 1 car uses more electricity in 1 race weekend than the average US household does in an entire year.
How much does shipping the fuel rigs that the teams already own cost? But they got rid of them because it was an unecessary expense. They are in cost cutting mode, not cost comparing mode.

There is also considerable cost for the new teams and the old teams have to buy new blankets for the front tyres. On top you have to handle the tyre blankets which takes personnel. They have agreed to limit their travelling staff to races at 45 heads.
