The "Top" link.

What is the "Top" link for (the one with the little arrow at the bottom of a post)?

It seems to just take you back to the board index at the moment, whereas, I would have thought it would have taken you to the top of the page.

Can it not be a replaced with a "link to post" button. This would be useful for referencing.

It should take you to the top of the page, it's a known bug around here
