It might not be specific to racecar aerodynamics but it is by far alot more in-depth than any racecar aero design book or even general aerodynamics. It's probably in fact the best book for anyone studying aerodynamics.
There is Katz's book on Racecar Aerodynamcis but I would say its very much for the casual reader rather than someone wishing to understand aerodynamic concepts. It's pretty simple but enjoyable.
As engine/chassis design there are better people to answer that.
