It could be either. But surely what it does do is makes the likes of Masi and some of the stewards think "we've given you the benefit of doubt a few times, and this is how you repay us by having a pop at us?!"
Imagine Grosjean or Mazepin doing moves such as his, they would without doubt be getting penalties.
Unfortunately Verstappen also does have a point with how he intends it to come across too. The stewards have been lenient with him (always) or just turned a blind eye, recently they haven’t for a couple of incidents and now he feels hard done by…he actually hasn’t changed how he’s been racing all year, or since he arrived in F1 for that matter.
As for the €50,000 fine for touching Hamiltons wing it was Red Bull who paid for that so I really don’t know why he goes on about it.
Thermal degradation is only 1/2 the issue, structural/physical degradation is the other half. Having turn 9 after the long straight, so after the tire surface cooled down, would this new turn 9 favor or punish RBR as they can (over)heat the tire surface for all the following corners? I recall few races ago they had an issue with such a long sweeper before a sequence of corners as the tire overheated and slowed them down. If it is enough power to handle a 5 grid lost? If Lando qualify 5th and LeClerc 11th? Taking the penalty put him in front of LeClerc with a powerful engine. What's DR got to lose? A chance for 3rd in constructor is worth a lot of money. Probably something McLaren would love to have.

McLaren does not have a realistic chance for 3rd anymore. They would need to finish 1-2 or 1-3 with Ferrari getting only 5 points in case McLaren finishes 1-2. Besides, McLaren have been very pragmatic about this season.
