Development for 2022 was frozen by the time the teams were developing their 2021 cars. Considering that, not using any token for 2021 could have not given them an extra advantage for 2022.

During the 2020 season, aero work for 2022 was banned, but the rest wasn't. In theory they could have had a few rolling chassis of the 2022 car in 2020 on the basis of the early aero work before the freeze, and picking up full speed in jan 1 2021.

Of course, most teams, especially the top teams did this in some extent, but the lead Mercedes had in 2020 possibly give them an extra advantage going into 2022.
