No, I read the article on motorsport. It doesn't tell you in any way how the "Abu Dhabi-situation" will be avoided. It states the the whole system will be changed but I did not really find how it will work in the future.
so i would say the FIA's strategy to avoid a repeat is to lessen the pressure on the RD and remove team influence
The food prepared in those places are made by thousands of different people, in hundreds of different franchises each day and we can all say that their respective offerings taste consitent no matter which location we go to.
It's because these companies have standard procedures that every location must follow, and on top of that they are regularly audited.
It is easy for FIA to achieve consistency. That's not even a challenge for them.
