Your CFD analysis + the other clues like the spoon wing usage made me come to the same conclusion, they're looking for maximum aero efficiency which makes sense but didn't bring great results in 2019. I feel like at the really sharp end of the grid the teams usually prioritize downforce above all else, and it has worked for Red Bull & Mercedes so far
