what is the fuction of the hold on rear end plates?

I think they "bleed" off the excess air on the wing to reduce drag especially when cornering.. Just my guess.

assuming the topic is meant to say 'holes' or 'slots', then I understand that they are there to produce downforce when the car is turning and the incoming air is at a yaw angle to the wing. the endplate acts like a 'wall' to the flow when the flow reaches the end of the wing, and instead of having to spill over the top of the endplate, the air can be channelled through to slots to create downforce more effectively.
