Perez was faster than him all weekend so it's not an argument. Sainz might be too far honestly. But Perez is consistent and, especially, if Verstappen suffer one more DNF/things heat up with Leclerc, he can be there. Rosberg won the title in 2016 but I don't think he's faster than Lewis. That also does not matter. Drivers were being penalised in the past for merely touching the line with one wheel, let alone crossing it. The line is there for a safety reasons and it usually was policed quite harshly (drive through was a standard penalty for touching/crossing it).
